Background:



The future economic and social vitality of emerging economies such as Russia, China and India is contingent on an increased capacity to prevent a generalized HIV/AIDS epidemic and stem the spread of tuberculosis (TB), including increased access to prevention and treatment services.

There is growing global recognition of the role businesses can play in responding to HIV/AIDS and TB. Specifically, collaboration between private sector firms, public sector entities and NGOs, identified here as Public-Private Partnerships (PPP), have shown tremendous potential to complement the public sector’s efforts to stem these pandemics.

The governments of Russia, China and India are all in the early stages of establishing policies to promote these partnerships that will likely play a large role in facilitating the expansion of HIV/AIDS and TB research, prevention, care and treatment programs in Eurasia.

In this context, the Leaders Forum will convene the key stakeholders, explore global best practices in public-private partnerships and their relevance in the Eurasia context, and propose a framework for public-private collaborations that will strengthen theses emerging economies’ capacity to address the rising threats of HIV/AIDS and TB.

Mission:

  • Unite local and global business, government and NGO leaders in the fight against the growing HIV/AIDS and TB epidemics in emerging market economies that include Russia, China and India.
  • Advance Public Private Partnerships as a proven and efficient approach to curbing HIV/AIDS and TB.
  • Recognize PPP successes, and provide frameworks for further application and development.


Objectives:

  • Adapt globally recognized private sector best practices and PPP models to Russia, China and India.
  • Adopt a Resolution that promotes a framework for public-private collaboration and sets short-term and long-term goals for partnerships.
  • Identify opportunities for scaling up successful PPP projects and creating replicable frameworks in Russia, China and India.
